Enable in php options on your server cpanel.
That said it looks like I have a catch 22 in trying to upgrade from J3 to J5
J3 won't work except in PHP 7.4 and I cannot install J5 in 7.4 so if I switch I kill customer's current site in the process while I work on new site.
